Council identifies sources for baths funding

Dún Laoghaire Rathdown County Council has indicated that the redevelopment of the local baths site will be phased in over a number of years and have identified development levies as a possible source of funding for the controversial project.
The two new concepts for the Dún Laoghaire baths and the East Pier to Sandycove enhancement scheme were priced at e129 million and e92 million when the proposals were unveiled in February.
Concept ‘A’ - known as the Dún Laoghaire lagoon - involves the construction of a beach adjacent to the East Pier, with an aquatic play area on the old Dún Laoghaire baths site, among other facilities.
Concept ‘B’ would involve the creation of a new artificial beach at Newtownsmith and the construction of breakwaters approximately 250m offshore. Both concepts incorporate parts of the Sutton to Sandycove promenade.
In a letter included in the June edition of the DLR Times that is circulated to households around the county, former cathaoirleach of the local authority, Denis O’Callaghan (Lab) indicated that the scheme would be phased in over a number of years.
“It is important to note that any agreed master plan for the development is capable of being phased and therefore budgeted over a number of years,” he said.
“The council therefore is confident that it will be able to finance a major environmental improvement scheme at this location.”
However, the Save our Seafront (SOS) group that successfully campaigned against a commercial/residential high rise element included in the original plans for the baths site in 2005, has said the latest proposals for the redevelopment of the site are too expensive.
The group has also complained that the plans for the restoration of the baths do not include proposals for public swimming pools.
Local Green Party TD, Ciaran Cuffe, has called for the plans for the baths to be scrapped.
Charles MacNamara, director of services, told Southside People that the council still has no fixed timeline for the project.
“However, it is likely that any agreed scheme would indeed be implemented over a number of years,” he said.
“Funding will be looked at once the final details of the scheme has been agreed by the council. Possible sources of funding include our own development levy scheme, the DTO [Dublin Transportation Office] and the Department of the Marine,” he added.
The council has ruled out the option of an indoor heated pool in the overall scheme because they say they are committed to providing new swimming pools at Dundrum, Ballyogan, Loughlinstown and a refurbished pool in Stillorgan.
In addition they have extended the preliminary consultation phase until on the proposals until September 1.
