Residents on the Southside of the city have strongly objected to a planning application for the construction of a healthcare centre by a private company, which they claim would encroach on their public space.
A planning application has been lodged with the local authority to build a private medical centre at the former Windsor Motors site on the South Circular Road, at Dolphin’s Barn in Dublin 8.
The scheme would necessitate the demolition of all existing onsite buildings and the development of a mixed-use commercial/retail/residential scheme, incorporating buildings up to seven storeys in height.
The development will include offices for the HSE, apartments for senior citizens and some social housing, as well as a large retail unit including a pharmacy and 81 parking spaces.
Residents of Dolphin House who live directly beside the site have expressed concern over the plans.
They say if the development goes ahead it will mean that a vehicular access route will go through part of a public space, which residents use to park their cars and hang out their washing. This area is also where children from the blocks can play safely, according to locals.
An objection to the planning application submitted by the Dolphin House/Park Residents’ Association states: “The planning application should have contained a safety audit statement on the impact of traffic on this area.
“This area is currently used uniquely as an amenity area for the residents of Dolphin House. This will be completely destroyed if the development goes ahead with this access route.”

Deliveries
In addition, the submission noted that there was a proposal contained in the application to use the back of the site and part of the Dolphin House flats as a loading bay for deliveries for the retail element.
The residents’ association also pointed out that some 1,580 sqm would comprise retail space, which they described as “very significant”.
“The access for all this traffic into the proposed development will come through the existing Dolphin flats complex, a general residential (Z1) area,” the submission adds.
“Therefore, if this proposed development goes ahead it will have a number of very significant negative impacts on the existing community.”
The submission highlighted the fact that proposals for a Dolphin House regeneration process have already commenced and that residents had put a significant amount of work into them over recent years. They maintain that any planning proposal should form part of a master plan for the regeneration process.
“If this development goes ahead it will have a significant impact on the proposed regeneration of Dolphin House,” locals have stated. “Therefore, there should have been a master plan approach to this site and the undertaking of a site brief and how it impacts on surrounding developments and area plans would be appropriate.”
Commenting on the application Cllr Críona Ní Dhalaigh (SF) said: “Residents have been putting in years of consultation as regards what happens with Dolphin House and this proposal undermines that work.
“Public space should not be given over for private development when it means that there is no way that this public space can be replaced.”
Southside People contacted the developers about the application but they were unavailable for comment.
